Research for development cooperation
Scientific development cooperation is the area of EPFL activity that fosters scientific partnerships in emerging and developing countries. Three of its aspects deserve special attention:
The objectives of cooperation, the course or courses chosen to pursue these objectives,
the planning of actions to be undertaken in the short or medium term.
At the EPFL, scientific development cooperation encompasses numerous activities by the various units in the schools of the EPFL. These activities comply with the three major orientations that define a tertiary institution: teaching, research and services provided to third parties.
These orientations should be maintained as the three pillars of cooperation. Internally, they correspond to the various aspects of the EPFL mission. Externally, they enable the EPFL to provide partners with outstanding services that are demonstrably pertinent, original and sustainable.
The task now is to reposition the gains of over 30 years of cooperation in order to consolidate and extend them for the years to come, and ensure the EPFLs excellence, its international reputation and the ongoing trust of its scientific, financial or technical partners.
For the EPFL, the objective of scientific development cooperation is to foster national and international cooperation between our school and public or private scientific, technical, administrative or financial institutions for the benefit of research, education and services for third parties in a perspective of sustainable development based on technological innovation, the preservation of the environment, social equity and economic efficiency.
Each player involved in this type of process brings in a specific contribution. The EPFLs contribution is based on scientific excellence, technological creativity, an interdisciplinary approach and the willingness to search for solutions
to the major problems that confront the populations of the emerging and developing countries.
Owing to their complexity, these problems require a multi-facetted approach relying on the concertation of the various parties active in these societies (the public sector, the private sector, scientific and technical institutions,
social organisations). This approach avoids one-dimensional and mono-disciplinary solutions which generally lead to an increase in the disparities both within these countries, and between these countries and more wealthy ones.
Scientific cooperation is multi-facetted: it links teaching, research and services to third parties.
It encompasses all disciplines and areas represented in the schools of the EPFL.
Its conception is based on a spirit of exchange and sharing, among the various schools of the EPFL, but even more so with various foreign and Swiss partners.
The North-South partnership, as promoted by the KFPE (Swiss Commission for Research Partnerships with Developing Countries) and the SDC, provides clear guidelines for the design and implementation of scientific development cooperation projects and programs backed by the EPFL.
Cooperation-related research and training projects take into account the specific characteristics of each emerging or developing country so as to provide innovative services appropriate to the challenges these countries face.
The standards of excellence in research and education are the same as those that apply in our institution,
and should be evaluated according to internationally recognised criteria.
Scientific development cooperation is the fruit of the many and varied competencies to be found in the EPFL. It generates added value for the schools scientific activities and the many programs in which it takes part, via new theoretical findings, the invention of remarkable innovative solutions, the establishment of strong scientific links with partners in the emerging and developing countries, and the international recognition of the EPFL in this area.
To achieve these goals, the EPFL uses two instruments to implement its scientific cooperation policy:
- It has set up a central structure to promote, inform, coordinate and dispense support and advice to the most innovative and promising initiatives generated by EPFL scientists, teachers and students: the Centre for International Relations and Cooperation (Centre des Relations Internationales et Coopération RIC), and the Council for Cooperation (Conseil de la Coopération).
- It provides backing to the various EPFL academic units involved in scientific development cooperation in order to promote the launch of innovative projects in line with EPFL policy, to facilitate the spread of the results among interested circles, to encourage external support from scientific funding or development cooperation organisations, and to promote the participation of civil society players and the growing awareness and integration of
scientific work in the development process.
Education and training
Concerning education, the EPFL has for a number of years organised a biennial postgraduate course on development, in cooperation with a partner scientific institution (currently with EIER (International School of Rural Engineering), Ouagadougou, Burkina Faso).
Since 2002, this project has been combined with the establishment of a postgraduate course on "Technology and Sustainable Development". This has been organised for the first time in January 2002 in Madras, India, jointly with the Indian Institute of Technology, Madras.
Several other postgraduate training cycles that integrate elements linked to development problems are conducted by EPFL units or include contributions by them.
As long as they correspond to the guidelines and policy, they should be assisted and supported in their efforts.
It is also advisable that issues of scientific development cooperation be integrated at graduate or postgraduate level whenever this seems promising and potentially enriching (via the Science - Technology Society program, the College of the Humanities, and in each School).
Concerning research, the EPFL in 1998 negotiated a framework credit with the SDC to co-fund a series of innovative and interdisciplinary scientific projects selected in an internal competition. The 4 projects that closed down at the end of 2001 were evaluated very positively. A new financial arrangement between the EPFL and the SDC enabled the launch of a second competition as of spring 2004 for 4 years in all the areas of EPFL competence.
Always relatively to research, the EPFL co-directs the NCCR North-South "Scientific partnership for mitigating the syndromes of global change". The realisation of an extensive project on urban development (social practices and empowerment in urban societies) by the Urban Sociology Laboratory (Laboratoire de sociologie urbaine LaSUR /INTER-ENAC), aims to launch a vast interdisciplinary and inter-faculty program on this issue.
Also, members of the EPFL are generally encouraged to be attentive to questions of development in the South in order that the programs in which the research units participate (NCCR, NRP, European programs, etc.) integrate them in their approach.
VPF-Coopération informs EPFL researchers, teachers and students who take an interest in development of the existence of relevant national and international programs so as to encourage the different units of the school to take part in the contests and gain wider international recognition in this area.
Services to society
Many EPFL scientists and teachers provide services to external bodies via commissioned studies, in an advisory capacity, through evaluations and other forms of support to development projects. These competencies should be put to better use by means of information and coordination. An effort will be made to capitalise experiences and competencies deployed in crisis engineering for the benefit of bilateral and multilateral natural or man-made disaster relief organisations.
The use of appropriate IT tools (web + distance learning) makes it possible to implement a dynamic and inter-active information policy. Its aims are two-fold: Within the EPFL and beyond it, to:
a) increase awareness of our scientific development cooperation activities
b) disseminate existing information more effectively, and set up a network of scientists, teachers and students so as to create a joint culture and promote the launch of new initiatives in the EPFL.
